Licensing is often overlooked, especially by small companies. However, the penalties can be large if you are caught with unlicensed operating systems or applications: the managing director can be held personally responsible, and prosecuted.

An independent audit ensures that you know what you have got, and can then decide on the appropriate licensing measures.
